[Persons intending to Tender for any of the undermentioned Mail Services are hereby informed that every tender not containing the names of two responsible sureties will be treated as informal. The tenders . will be accepted by the Chief-Postmaster, subject to t the approval of the hon. the Postmaster-General, and the bonds will have to be signed upon such conditional acceptance of the tenders. The Government not bound to accept the lowest or any tender. The times of arrival and departure, and any other information can be obtained at the Chief Post-office, • Christchurch/] Tenders will be received at the Chief Post-office, Christchurch, until noon, on the 25th day of May next, for the conveyance of mails between the under- • mentioned places for the period of eighteen months, ■ from the Ist day of July, 1865, to the 31st day of > December, 1866. 1. Lyttelton ani> Chbistchtteoh.—Twice a day. Also, for the conveyance of the newspapers arriving by the English mail via Sumner, to be delivered at the Post-office Christchurch, within three hours of the mail being landed on the wharf at Lyttelton. Also, for the conveyance of the homeward English mails from Christchurch to Lyttelton via Sumner; time with the last portion not to exceed two hours and a-half. Also the amount for which express mails will be sent over the Hill at any hour of the day or night— at per journey. Time not to exceed one hour and ahalf. The Contract for the above Services to terminate whenever the railway may be opened into Lyttelton. 2. Cheistohueoh and Kowai, and HtrauNui.— Daily—proceeding once a week as far as Hurunui. 3. Kaiapoi and Rangioba.—Daily. 4. Rangioba and Oxpobd.—Twice a week. 5. Htjettntti and Hawkswood.—Once a week. 6. CHBiSTcmracH and Waitangi.—Three times a week. 7. Lyttelton and Goveenob's Bay.—Weekly. ! 18. For carriage of all mails to and from vessels arriving in and departing from the Lyttelton Harbour. GENERAL CONDITIONS. The Chief Postmaster to have the power of altering the day or hour of departure and arrival of mails, provided always that no contractor be expected to perform bis work at a greater speed than nine miles an hour. All mail-cart drivers, and other persons in charge of mails, to sign the Post-officer's declaration before a Justice of the Peace. Contractors to be bound to keep mails dry; and if carried on horseback, to take every means to prevent the chafing of the contents of mail-bags while travelling. Contractors will not be allowed to take up, at any ' place within one mile of a Post-office, any letters or newspapers ; but letters and newspapers may be carried by the contractors between places along the road » which are more than a mile distant from the Postoffice. Such letters to have the proper amount of > postage in stamps affixed to them, which stamps the • contractor is bound .to destroy. Contractors must undertake to receive and deliver letter-bags at such houses or places along the road as may be desired by the Chief Postmaster. Contractors will be bound to proceed with mails without any undue delay or stoppage on the road l after the hour of departing from the Post-office. Any non-observance of this clause will render contractors liable to be proceeded against under the 35th section of the New Zealand Post-office Act. Mail-cart drivers and letter-carriers to be subject to instant dismissal if found drunk while on duty. The Chief Postmaster and the Postmaster at Lyttelton to have the option at any time of delaying the contractor half-an-hour after the appointed time. No 1 other postmasters to have the power of delaying con- ' tractors except in very special cases, when a report of • the circumstances must be endorsed on the contractors' time-bifl. Penalties for breach of contract will be strictly enforced, as well by deductions from the amounts due to contractors as by putting their bonds in suit.
