KAIAPOI MUNICIPAL COUNCIL.

This Council met on Tuesday evening, at their new room, adjoining the Toll-house, which has been finished in a style reflecting great credit on the builder, Mr. Powrie. The meoibers present were :— Messrs. Black, Weston, Hewlings, Day, Winterbourn, Lock, Dobbs and the Chairman (Dr. Dudley). The Chairman congratulated the Council in having got a comfortable and respectable place to meet in. The fence surrounding the building was finished, and the timber, &c, had been removed into it. The Clerk then read his report for the week ending May 16. It stated that the Chairman had seen Mr. Hadley, and entered into a contract with him for sinking the well in Cookson street 25 feet deeper, at 22s per foot. The well had now been sunk to a depth of 112 feet, with an overflow of about one foot above the surface, and the men seemed confident that they would get a good overflow a few feet deeper. The anchor and buoy had arrived according to contract. Mr. Stevenson had finished his contract for clearing out the water-ways in different parts of the town ; and Mr. Powrie had completed his contract for erecting the additions to the toll-house. During the late heavy rains his attention had been drawn to the condition of Beswick street, where he found water lying in several places over the footpath for want of proper culverts to carry it off. He saw Mr. Stevens on the subject, who had sent him in a specification, now laid before the Council, in which he offers to execute the works required for the proper drainage of the locality for the sum of £18 13s 4d. Mr. Oram had undertaken to provide a lamp-post, and all complete, for £7. Mr. GJ-unn had nearly completed the fencing behind the toll-house. It was resolved that Messrs. Day and Weeton act as a committee to see to the placing of the buoy and anchor in its proper position. Mr. Day informed the Council that Capt. Ritchie, of the Prince Consort, had placed his vessel at their disposal for the purpose. The Chairman was requested to procure two swing bars for each end of the bridge, to prevent accident when the bridge was open. Bilk to the amount of £185 10s. were ordered to be paid ; it was also resolved that Mr. Armstrong, who had metalled Fuller street, be paid for an extra chain at the same rate as he contracted for. Permission was granted to Mr. A. Crooke, livery and bait stable keeper, to erect a lamp in front of his stablea, in Cookson street. Mr. Hewlings proposed, and Mr. Day seconded— That Stevens' tender for draining Beswick, Jones and Sewell streets be accepted. Mr. Lock proposed as an amendment, that the work be delayed for one week, in order to allow it to be put up to public tender. Several persons had remarked how the Council had favoured some and not others. With respect to the anchor and buoy, Mr. Reetley, ofKaiapoi, since hearing that the work had been sent to Christchurch, had said he would havedone it for next to nothing, had he known it was required, rather than let the job go out of the place ; in that instance therefore, for want of public advertisement, the Council had probably been obliged to pay more than they need have done. He should most directly oppose any tenders being accepted unless there had been due notice given to all. On the amendment being put, the rotes were equal on both sides, but the Chairman gave his casting vote against it. The original motion was put and carried. The Council then adjourned.
