SIGNIFICANCE OF DECREE
RUSSIA'S INTERNAL GOVERNMENT London, Sept. 2.2. Referring to the purge in the Soviet 'land administration, the Moscow newspaper Pravda, in an editorial, says Marshal Stalin's decree has political significance of the first importance. It is the latest and broadest o,f recent moves to tighten Russia's internal Government. Plundering of collective farmlands has frequently o.ccurred on the initiative of local Soviet organisations, which have tolerated the seizure of farmlands under the gui'se of creating all kinds of subsidiary enterprises, the paper adds. This has encouraged individuals to seize communal land. v
