Men Specially Trained by Nazis PROMISING YOUTHS BEING PREPARED HUNDREDS OF ORGANISATIONS FOUNDED The completeness of Nazi Germany's preparation for dominating all parts of the world can only be grasped by a glimpse of the elaborate training which is being given to large numbers of promising youngsters to fit them to govern German America, German Britain, and

other territories designed to be included in the Reich, writes Maurice Feldman in the Christian Science Monitor. The initiative had been given by the group ,of planners headed by Prof. Karl Hauschofer, whose son, Albrecht, new Dean of the College for politics, has developed it ever since.

Hundreds of organisations have been founded for the study of foreign policy. Special training courses have been introduced in the different German universities, in which the students are being prepared for the position of "Gauleiter" in a foreign country.

At the University of Berlin, 60 0 students attend the Department of Studies of Foreign Countries, who have already received their special education and are only given the finishing touch, as prospective "Gauleiter" of New York, Washington, Maryland, Pennsylvania, and other States in the United States. No peace offer of Hitler, nor any solemn assurance that he does not intend to extend his rule over other continents, will change the attitude of these young men.

Head of the department of the "Gauleiter of the United States of America" is Dr. Friedrich Schoenemann, at one time connected with Harvard. While the "Gauleiter of the U.S.A." receive their training at the University of Berlin, the "Gauleiter of England' study at the University of Marburg. This group is divided in five departments, for England, Wales, Scotland, Northern Ireland, and the Free State of Eire.

Further, there exists a huge Ibero-American Institute, founded by Gen. Paul von Faupel. The institutes of world's economies in Hamburg and Kiel strive to approach experts of economics and at the same time lure industrialists and businessmen of occupied countries into collaboration.

Tales of so-called opposition of the old diplomacy against the Ribbentrop method was spread by Goebbels' propaganda system abroad, in order to predispose the foreign countries to any appeasement policy Germany might launch. In reality there does not exist such a basic antithesis between the Curtiuses the von Neuraths, von Papens, von Dirksens, von Weizackers, and von Ribbentrops. These diplomats always have been the bearers of German imperialism and have never opposed Hitler. These experts of the Wilhelmstrasse had the same experince as the experts of the Bendlerstrasse—seat of the German War Ministry. First they doub: the validity of the plan on the strength of their former experiences. Then, being astounded by the success of Hitler's, Goring's and von Ribbentrop's diplomacy, they endeavour to adopt these tactics. Used More by Hitler The older diplomats to-day are being used by Hitler more than ever before. Since the outbreak of the Russian-German war, the freedom of action of the Foreign Office, as well as the possibility of appearing on every neutral front in the struggle, has been considerably reduced. The number of places where the Nazis may still enjoy an opportunity of diplomatic offensive have been restricted to very few. These are Dublin, Ankara, Lisbon, Madrid, Bern, Stockholm, and possibly Buenos Aires—Vichy already has. been considered part of the German Foreign Office.

Of these the most important are Dublin, Lisbon and Ankara. Dublin is least favourable ; for Berlin on account of the neighbouring British lies. In Lisbone, the situation is hampered by the common interests of Great Britain and the United States. Ankara is the cleared field for German diplomacy, where Herr Franz von Papen, representative of the high diplomatic school, presides. All actions to the Middle-East or to the Near East are directed from Ankara. It is, therefore, not astonishing that the Turkish capital has become the centre of all diplomatic rumours. The contrast between old and new diplomacy, therefore, has practically disappeared in Germany. Beside the future "Gauleiter" for England in SS uniform and black riding boots marches the old diplomat in full evening dress and top hat. Both representatives of German imperialism have the same aim, only their styles of expressing it differ.
