Mr Mutch, Minister for Education, in tleP-T.dng the New South Wales schools against the criticisms of Sir E. Wittenoom, of Penh, staled that New South Wales provided opportunities for the poorest child continue studies right through to the university, piovided he or she possessed sufficient brains.
