Australian and N.Z. Cable Association Washington, Feb 15 The Naval. Appropriation Bil. has been passed by the House of Representatives. It provides the funds necessary to carry out the IQI6 building programme, which, when completed, will make the United States navy larger than Britain’s. The measure, however, reduces the enlisted naval marine personnel from 170,000 to 120,000 Mr Brooks, the Illinois representative has introduced in the Senate an amendment to the Naval Appropriation Bill requesting the incoming President to call a disarmament conference before any funds are available for the continuance of the United States 1916 naval building programme. '
