Twenty minutes was wasted on Wednesday night discussing a proposal that was ultimately relegated to the mythical '' full " Council. The habit is growing and is a most pernicious one. Councillors were elected — they offered their services —to carry on the affairs of the borough- Every Councillor knows when meetings are to be ncld, and why, because any particular Councillor or Councillors happen to be absent, the business of the Borough should be hampered and delayed, is a mystery. This holding over practice—after wasting much time in discussion —is pernicious and vexatious. Only in rare cases can it reasonably be claimed that delay is necessary.
