They state tbat the Allies are eurpriaingly ignorant of ' Germany's weakness. Tfee conditions are pitiable. The people ate starving, hsggard, wan, and listless, a^d believa that the next offensive will be the finish of the war for Germany. Ihe Pan-Germans' demand for a dictatorship is a sign of collapse, as the people ace beginning to resent militarism savagely.
