Russian Government Sends Ultimatum to Rumania.

Rec Jan 17, 7 50 p in Petrograd, Jau 16 The Kumanian Legation demanded the release of the Rumanian Minister. A few other Rumanians were released on Tuesday afternoon. The Russian Government accuses the Rumanians of hostile acts against Russian troops and also of arresting the committee of a Russian regiment and Austrian officers who were visiting the regiment. The Russian Government baa sent an Ultimatum to Rumania, demanding their release, pupishraent of the authorities concerned and a guarantee against a repetition cf such acts. Failing a reply in twenty-four hours Russia will break rel .tiona and t.ake energetic military measures. Dr Kublnjann, German Foreign Minister, said the German Govern nient .reserved the right to delete everything tending to excite the German massea.
