Australian and N Z Cable Assoc London, Jan 13 The United States Bar Association has outlined plaDs for tlis world's court after the war, based upon the contracting parties agreeing to submit questions to an international court, and neither to declare war nor to begin hostilities until the court hae considered the dispute. It is proposed to use the economic and military strength of tha contracting parties to enforce the rulings of jihe court. Many European statesmen have approved of the scheme.
