Endorsement of Provisional Government's Proclamation

Petrograd, April 14. A meeting of the Workmen's and Soldiers' Committee adopted, by 325 votes to 65, a resolution endorsing the Provisional Government's Proclamation, which the committee considers an important step towards the realisation of democratic principles in the foreign policy, declaring that the official renunciation by all Governments of ideas of territorial eypansion would powerfully contribute towards ending the war, but while the war continues the Russian democracy recognises that any disorganisation of the array weakening its fighting capacity would be disastrous to the country and liberty. The Committee appeals to the people to concentrate their energies, assuring the army and population of everything Indispensable.
The Executive of the Workmen's and Soldiers' Committee emphatically denies the report that the .Russian Socialists sent delegates to anr select petes negotiations at Copenhagen or elsewhere, and declares it hab not 'the least idea of such negotiations.
