THfc failure of the Band yesterday to respond to the Mayor's invitation, or request—for the Borough can fairly claim the right to request its attendance on such occasions—clearly esk blishes the fact that it has ceased to exist. It has apparently up till now continued to draw tbe subsidy which the Council grants for certain services. It has failed to render those services, and if the members are to be strictly honest, las' year's subsidy sfjould be refunded. At my rate th« Council has now tbe clearest ground 3 for discontinuing the subsidy and calling in the instruments. As it now exists the Bard is a stal- joke, which ratepayers are tired of laughing at.
