The unconditional surrender of Montenegro has aroused exultation in Berlin and Vicuna, and is hailed as the first tangible indication of the ultimate triumph of the Central Powers.
It is expected that Count yon Bulow will represent the Kaiser in the negotiations with Montenegro.
It is noteworthy that the publication of the news of Montenagro's downfall synchronises with the wild rumours regarding the situation in Greece and King Constantino's position.
