Baeharest, Sept i 27. Tho Bulgarian Miaistor in Rcuuania declare-3 that mobilisation must not be considered a step towards wa?. Diplomatic negotiations will continue. Mobilisation is a sure safeguard of independence. The Minister denied the report that M. Kadcslavoff, the Prime Minister, uitclQ threatening declarations towards Serbia, Greece, and Rouinariia. He hoped that the existiDg friendlier relations between Bulgaria and Koumania would continue
