Pftrograd, Sept 24 M. Gutchkofg, President of the Slav Committee at Moscow, telegraphed to M. L&ueff, M. Gueschoff and other Bulgarian Statesmen, that the Russiau people cannot believe that the Bulgarians, whom Russia liberated, are about to take up arms against their brethren.
