Petrograd, Sept 16 M, Rodzianko, President of the Duma, has' informed M. Goremykin, Premier, that the prorogation of Parliament from to-day until November 1 will be unpopular and will give rise to dissatisfaction to Parliament and the people. The moment was unsuitable for provoking conflict between the Government and Parliamentarians. M, Goreinykiu replied that prorogation was unalterably arranged.
