New York,'Sep j6 American bankers are already pledged to take up a large proportion of the x\nglo-French loau. The commissioners are Willing to allow proGerman banks to participate, if satisfied that their offers are genuine. German propagandists are organising protests of a nation-wide character against the ilotation. Some pro-German New York bankers were actually resentful because they were nob invited to participate.
Mr Lansing, Secretary of State, announced that the loau does not violate neutrality because it is essentially a credit loan for payment of the Allies' obligations in America, .Re« Sept 17, 11 35 am New York, Sept 16
The first formal conference of financiers lasted from 4 p.m to midnight. There was a general feeling of optimism among thD.se present. The cotton growers have been notified that the Anglo-French Governments will care for their interests.
