Rec Sept 15, 8 50 a m London, Sept U lleuter's New York correspondent says Mr Lansing ha 3 furnished Count Bernstorff with the uuauioious evidence of the Arabic's officers and survivors that the Arabic was proceeding peacefully on her course when bhe was torpedoed. Mr Lansing informed Count Berustorff that the United States desired a disavowal and also reparation for the loss of American lives. Count Bei'Dstorlf undertook to send the evidence to Berlin. America's inquiry into thn circumstances is completed, but action may be delayed so as to give Count Bernstorff time to communicate with Berlin. The United States does not consent to any principle of arbitration on Uie question iuvolviug American lives, but is willing to arbitrate on the indemnity question if Germany gives an assurance that peaceful liners will not be torpedoed without warning. She might also agree to arbitrate as to whether the submarine's commander was justified in believing that the Arabic was about to attack his vessel. Officials consider that the position remains delicate and will only be cleared up if Germany foregoes attacks on merchantmen.
