Unexpected Conference with Secretary of State.
ltec Sept H, 10 pm London, Sept li Router's New York correspondent says Count Bernsioff arrived uuex pectedly at Washington for a conference with Mr Lansing, Secretary of State. TII3 Government has decided on a course of action and the crisis will apparently be readied to-day. It is believed thafe Germany's refusal to pay compensation is the key to the situation, Count Bernataft denies saying an interview was inevitable i£ relations were broken off, but; some officials believe tliß interview will be published by Count Bernstoff or his friends to bluff the Government.
