BOROUGH COUNCIL

ORDINARY MEETING.

T-he ordinary meeting of the Borough Council was held on Monday evening. Present: His Worship the Mayor, Mr C. E Macmillan (in the chair), Crs T. Tanner, S. Pemberton, H. T. Castaing, H. W. V ilriing, C Whiting, J. G. Green, and R. Badger. Apologies were ma-Je by Cr Castsi.^n and the Mayor, respectively, for the non-attendance of Crs Day and Brown.

Tov?n Hail Contract

Mr C. J. Kirk, architect, forwarded application from Messrs Ashton and Crump for a five months' extension of the contract time for completion of the town hall. Mr Kirk askod fur the Council's instructions.

[] Cr Wilding moved —That the matter be referred to the Building Committee to report upon.

Cr Castaing seconded pro forma, hut thought the letter should be considered that evening.

The motion was put and carried

An Endowment Question

Mr O. Mortensen, wrote with reference to lot 828, section 2, held by him. under lease from which the Council has agreed to release him on payment of legal expenses and arrears of rent. He said he is willing to pay all rent and experses, but asked to be allowed time, —it was decided tn accept payment at the rate of £2 per month.

Drainage

" The Public Trustee wrote in respect to drainage required at lots 72, 140 —1, and 302, section 1.

In the case of Jots 140 —1, it was stated the buildings are very old and that in the event of the granting of a new lease on the expiration of the present one, in July next, new buildings will be erected. As it is probable that the buildings will not be erected on the site oi* the present ones, any expenditure on drainage now would be a waste of money. 'Ihe Council was asked to allow the matter in respect of these lots tc stand over until the termination of the present lease. — Acceded to.

Beacons W anted

Captain C. J. Millar, Harbourmaster, wrote bringing to the notice of the Council the fact that the Long Tom drain and septic tank outlet are not adequately marked, and requested the Council to erect the proper beacons at both points.—The Borough Surveyor was instructed to erect the beacons. Patriotic Funds,

Hon. G. W. Russell, Minister of Internal Affairs, wrote asking to be furnished with particulars of any patriotic funds under the control -jf the Council.

Resolved that a reply be sent that the Council is not handling any fund, and that the communication be handed to the local Patriotic Committee.

Flooding of Showground

Mr A. W. .Carmicbael, Secretary of the Agricultural and Pastoral Association, wrote stating his committee has instructed him to protest against the Council leading storm water from ths southern end. of Cameron Road along Roberts Streut to the hollow on tha eastern side of the entrance to the Association's showground. The action of turning the water there will cause a considerable portion of the showground to be flooded in wet weather, as the area drained to this outlet is a fairly large one and serious darr-age is likely to be done to the Society's holding. Cr Castaing moved—That the application be referred to Mx Climie to report upon.—Lapsed, nu seconder. Cr Badger said there was not a quarter of an acre affected and the ground was not three-pennyworths the worse for the water. i A motion was passed to the effect that the letter be received. Price' of Metal. Hon. W. H. Herries. forwarded memorandum from Hon. W. Fraser, Minister of Public Workr, in leply to request by the Council for a reduction in the price of road metal supplied by the Department at Mount Maunganui wharf. Mr Fraser stated the price charged, 5s 6d per yard, is just sufficient to cover the cost of procuring and haulage. Any reduction of the rate would mean that the Department would be supplying the metal at a' loss, and under the circumstances he regrets that he is unable to sse his way to accede to the request.— Already replied to by the mayor. A Taumsrunui Request. The Taumarunui Patriotic Carnival Committee wrote asking support of a resolution urging the Government not to enforce the Gaming and Lotteries Act during the present crisis so as to enable art unions on a larger scale to be held for patriotic purposes. —Received. Registration Cards. The Defence Office, Auckland, I wrote forwarding a supply bf registration cards. It was stated that printed forms showing conditions of service, were not obtainable, but the Council may be able to obtain some on application to the Group Office, Paeroa.—Received. Amendments to Statutes. Mr J. Friend, Wangar.ui, wrote offering to make annotations and amendments to the statutes. The Finance Committee recommended that the Town Clerk write to Mr Friend and inquire the amount of his

I The Finance Committee recomj mended that Mr Gumbley he allowed j£3 12s for his services in connection with the case. —Adapted. Crossing Over Kerbing. j Mr W. Hicks wrote asking if the I Council will put a crossing over the i kerbing at Victoria House, Devonp-jrt j Koad. —Referred to the surveyor. I Sewerage Connection. I Messrs F. N. Christian and Co. j wrote on behalf of Mr J. Brain, requesting thnt a sewerage connection be laid to his property on Cameron Road. ! The Borough Surveyor reported that the existing sewer connection is not sufficiently deep to allow of its having sufficient cover when Elizaoeth Street 13 taken down to its permanent level. He recommended that a new connection be made. Cr Castaing haid these applications were coming uja all the time. They should refer the matter to Mr Climie. In reply to Cr Tanner, Mr Gumbley said the cost of the new connection would be .£4. The Mayor moved and Cr Tanner seconded—That the Surveyor's recomj mendation he agreed to. —Cairied. j Septic Tank. Mr S. Ashton, West Strset, applied for permission to construct a septic tank on his propei-ty in West Street.— Referred to the Surveyor. Sanitation. Mr H. F. Mayo, inspector, submitted his monthly report, stating that the sanitary condition of the Borough is fairly good. Sanitary fees for the month amount to £19 53, The night- ; -oil contractors have carried out I their work in a satisfactory manner, therefore there have been very few complaints. They have rendered 551 services, which should return the sum of £21 12a 3d. There are at present about 197 customers in the compulsory area and 33 outside. Cr Wilding moved—That it be a direction to the inspector to canvass for additional customers for the nightsoil service outside the compulsory area.—Seconded by Cr Pemberton and carried. A Valuation Question. Mr H. H. Clernson, Borough Valuer, reported in reference to Mr C. W. Ludwig's objection to valuation of lots 29, 30-2, Elms Estate. After fur nißhing details in regard to valuations he sad he considered that the cutting off of lot 29 does not affect the letting value of 12s per week.—Received. To be Continued.
