Strengthening French Army.

Paris, Sept 11 At the re-opening uf the Chamber of Deputies next week, Deputy Masse will introduce a Bill enabling France to place in the field in the spring a well trained army of at least seven hundred thousand men. Few black troops from all the colonies and protectorates will be recruited. The Governors estimate that Madagascar will contribute 40,000 men ; Algeria and Tunisia, 70,000; aud Indo-China, 280,000.
