Dumba no Longer Acceptable as Ambassodor.
Rec Sept 11, 8 15 am Washington, Sept 10 The official Note forwarded to the United States' Ambassador, at Vienna on Wednesday says that M. Dumba admitted proposing to his Government that he should instigate strikes, thereby conspiriog to cripple the legitimate industries of the people of tha United States and interrupt their legitimate trade. M. Duniba flagrantly violated diplomatic propriety by employing an American citizen, protected by an American passport, as a secret bearer of official despatches through the eDemyß* lines. He is therefore no longer asceptable as an Ambassador and there is no alternative but lo request his recall on accouufc of his improper couduct. The Government regrets this necessity and assures Austria-Hun-gary of the sincere desiie of the Uuited State 3to continue friendly relations. The journal states that Archibald also carried a communication from Count Besrnstoin1, the German Ambassador, to the Berlin Foreign Ofa'ceJ
