The amendments to the ..mending Bill provide, for the exclusion of Ulster Province and -the abolition of the time limit, with the Secretary of State as the administrative authority instead ot the Lord Lieutenant. Mr Kedmond has received a resolution from the New York Committee declaring that they are. determined to arm the Nationalist volunteers, otherwise i he story of Untttans volunteers would be repeated. The resolution insists cm Mr llcdmond forcing tho Government vo withdraw the Anns Proclamation or relinquish control of the volunteers. London, July 7 It is possible that with the Government's approval, l^ord MacDonnell, ■in connection with tho Lords' proposed amendment to the Homo "Rule Amendment Bill, will draft a scheme to give I Ister autonomy for live years, when, after a poll of the Ulster electorate, it may cease.
