SPECIAL MEETING

A .-pe-rial meeting of the Borough Council was held on Tuesday evening ' at 7 o'clock. Present : His Worship the Mayor, Mr Ij. C. Kobbms, Crs Adams. Tunks, Murdoch. Badger. Green, Castaing, and MacMsiiiau. Head Metal |

Town Hall Loan Mr 1\ D. Leslie, Resident rftcretarv of the Colonial Mutual Life Inj suraucc Society, Ltd, Wellington, wrote reapplication foi loan and intimated that his Society was unable to take up the loan, owing to their commitments being very heavy for some considerable time ahead.—The letter was received and the Town Clerk instructed to acknowledge it. Mr J. Marjoribanks Steele, Auck- ! land, wrote as follows :-— '■ I can otTer you loan money at 5 percent. What are your Council's requirements ? j Pleaso- telegraph. The amount is immaterial. '

I Removal of Saml from Foreshore A letter was received from the Secretary of the Marine Department as follows :—"]' have the honour to acknowledge the receipt of your letter of the 24th ult., asking permission to take sand from the foreshore of Tauranga Harbour, and in reply to state that permission to do this was granted in October 1911, subject 10 a royalty of 3d a yard, and on condition that no material should be taken from that- portion of the beach between Spring Street and First Avenue. This permit is in force until revoked" A memorandum from Hon. F. M. J.». Fisher, Minister of Marine, to Hon. W. H. Merries, was forwarded by the latter aud read : " I have to acknowledge the receipt of your memorandum of the '22nd ulto., in regard to the question of granting the Tauraugii Borough Council or other local bodies to issue licenses for the removal of sand or other mateiial from foreshore at Tauranga, In reply I have to state that the Harbours Act vests authority to remove material from foreshoie under the control of the Crown, in the Minister of Marine only, and there is no power to delegate such authority to a local body or anyone else. To do this would involve an amendment of the Harbours Act, and I do not consider it advisable that the issue of such permits should pass from the control of the Marine Department.'' —Tho letter was received. Area of Electrical Supply. A letter was received from the Undcr-Secretary of "Public Works regarding the Electric Line License Omanawa Falls, stating that it was noticed that the Tauranga County Council consented to the Borough Council operating in the Wtiimapu and To Puke Ridings, consequently these were the only portions of the County that could 1)0 included in the area of supply. It was therefore desired that the plan of the area ot supply be amended accordingly. The matter was referred to the j Consulting Committee with power to j act. Railway Work. On the motion of the Mayor, *ccondeJ by Cr. Castaing, it was decided that a letter be written to the Hon. AV.JI-I. Herries pointing out that a start has not yet been made with the approaches to the railway bridge, and urging that the work be put in hand without further delay. Town Hall Designs. The Council then went into Committee to further consider the designs for the Town Hall.

On resuming the Council decided to submit- three of the designs to Mr Malionoy, Areiiitit-r. Auckland, witii a request thrsr {*<.• report <m then) from a struetuia! point vi view.
