1 he Premier, Dr Costa, in reply to a question in the National Council, concerning the Aoglo—German agreement add its sphere of it flu nee in Portuguese colonies, said Portugal was ready to open her colonies to all good enterprises, but Portugal alone had the power to fix the spheres of foreign uiterprise.
