BETTER ACCESS TO MARKETS URGED.

Christchurch, June 9. Speaking at a complimentary social, the Hon. W. Fraser, Minister for Public Work?, referred to the unnecessary and luxurious expenditure upon public buildings and various aspects of finance. He declared that for some years in the past more money had been'spent on public buildings than on roads and bridges. They could not afford to borrow money for public works and spend it in such a fashion. Schools were necessary, but should not, be too elaborate. What should be done first was to make the conditions of the man on the land easier by giving better communication with the markets. Referring to finance, he congratulated Hon. J. Allen on the ftic cess of recent borrowing, and proceeded to condemn the system ot short-dated debentures, which, he said, was gambling on the future.
