THE STREETS SCHEME.
CR. MACMILLAN'S OPINION.
Cr. Ma'millan addressed the assemblage on the main street last Thursday evening after tba Mayor M' spoken. The former read tbe advertisement in connection with the loan and stat-rl he wished to combat a misapprehension that was prevalent in the toftii, namely, that if this loan were carried the money would have to be expended undrr a scheme*l expenditure prepared by Mr CJimi^ as published in the local paper sow time ago. This was not so. TboeX* penditure of this borrowed money," tbe. loan were carried, would be,# directed by the Council to be elected in April, on the lines laid down in the advertisement. It is absolutely necessary to improve the streets. Under the present system of expenditure it was like dealing in a retail mann rand paying retail rricesJor everything that was obtainei, h*_ with a loan the Council could workffl a wholesale manner and obtain all-W* benetfis of wholesala dealers.- To* state of the streets in winter spew for itself. Street improvement** the mest crying need in the BoW# and surely the ratepayers could e'e^*' Mayor and nine councillors that WO" be entrusted with the expenditure ot the money' so as to give the rattfljf" ers 2Cs in the £1 for every £1 Spent. If not they should turn tbe SChflP* down.
