Si a, — The recruiting for the equine ranks of the sth, contingent in this district was surrounded with an air of mystery and carried out with secrecy quite inexplicable to the unenlightened; moreover there seems to have be an extra ordinary mode of procedure adopte< throughout in connection with thi business, and instead of a publi notice appearing in the paper t< the effect that horses of a certaii class were required, and those fo: sale would bo inspected at a givei time and place, — thus giving th< settlers the option of bringing any horses they may have had foi sale forward,-T-tb.e visit of the Government authorities was quite in the character of a surprise tc all, with the exception, I believe, of one, who it is currently reported knew of this intended visit of, and was in communication with, the agents of the Government and made the most of his information by going round the district buying horses for ' packing ' purposes. It is certain that the personal gain will have to be considerable to outweigh the disgust and indignation of the settlers whioh this very questionable business hap given rise to. The means employed, however, defeated the end desired, for the selection was not creditable to those concerned, the few animals chosen as representing the pick of the ]3ay of Plenty horses, being for the most part weedy* light boned animals, of little value locally, some of them aged and worn, casting a slur on this dis- ! trict wholly unmerited.
