The plot thickening in China.
London, March 7.— The Times states that immediately the Chinese loan was ratified, Russia demanded from China recognition of sovereign rights at Port Arthur and Talienwan Bay, on the same terms as those granted to Germany at Kaiochou ; also the right to construct a railway to Petuna, in Manchuria, or the extension of the trans - Manchurian railway from ICwong-Chung-Tzu or Mukdem to Port Arthur.
Bussia has allowed China five days to reply to her demands ; in the event of refusal Eussia will invade Manchuria.
Reuter's telegram says that France has maae corresponding demands for compensation in Southern China.
The Shanghai Mercury states that the viceroys of Nanking, Lrnngu and Hunan have agreed to administer Yang-tse-kiang Valley, irrespective of the Emperor of China. Thefeport, however, is not confirmed.
PsKitf, March 7.— The Japanese Minister at Pekin has demanded an assurance from the Chinese Government that the war indemnity will be paid in May.
