The Canadian Pacific Railway Company offer to carry a weekly mail service from England to. Australia via Vancouver for half-a-million dollars per annum. The Canadian Government is likely to subsidise the company. Public feeling in Germany over the difficulty with Spain is quiet. Fifty arrests of riotera have been made in Madrid in consequence of the present troubles over the Caroline Islands. It is feared a rebellion will break out in Spain between the rival factions. The French Press are urging that in the event of war between Spain and Germauy, France should maintain absolute neutrality. PARIS, Sept. 7. Cholera ia again spreading in the south of France and has made its appearance in the department of lierault. BERLIN, Sept. 7. Senor Canoras del Costello, the Spauiah Premier, has forwarded an apology to the German Government for the outrage on the German flag recently at Madrid. MADRID, Sept. A communication has been received by Senor Canoras del Costello, President of Council, from the German Government relating to the occupation o£ STap. Count Von Hatsfeldt, German Secretary of State for Foreign Affairs, says the commander of the gunboat disobeyed his orders in taking possession of Yap ; his instructions being not to occupy the islaud if on arrival he found the Spaniards in possession. Count von Hatsfeldt expressed a hope that tht Spanish Government will continue negotiations with Germany with a view to the peaceful settlement of the question. CAIRO, Sept. 8. A rumour of Oaman Digna's death is again rife. It is re-asserted he was killed by the Sheiks. »
