Contractors must, in accordance with the terms arid conditions of mail contracts, provide a free . box-seat on : any vehicle, and a free passage by any steamer or boat, when required, for an officer travelling on the business of the department. The amount of the tender must include all toll and ferry charges. Forms of tender, with the terms and conditions of contract, may be procured at any post office. No tender will be considered unless made on the printed form.
