B. M. BROOKES, Returning Officer. Milton, May 4, 1891. TO THE RATEPAYERS 0$ THE MILTON LICENSING DISTRICT. THE following is the reply to the Manifesto issued by the Candidates for the Licensing Committee who propose to close the Hotels at 10 o'clock : — 1. The frequency with which persons are detained in Milton who have attended public meetings, entertainments, &c, renders it necessary for the convenience of the public that the Hotels should remain open until a later hour than 10 o'clock, 2. The Committee in granting the 11 o'clock licenses did so by means of a mutual understanding with the Publicans that they would close at that hour, and no advantage has ever been taken of the uncertainty of the terms of the Act in that respect. 3. It is not a fact that the worst kind of drinking takes place after 10 o'clock. If such were the case, there would be some proof of it. As it is, there are no evidences of it in the conduct of men in the streets at that hour, and there is scarcely one such j case in a year which has to be dealt with by the police. 4. It is not true that at present there is far from being a strict compliance with the j Act. The bars in Milton are always closed at 11 o'clock. If there are lights in other parts they are for the convenience of boarders and travellers only. 5. It is complete nonsense to say that the money spent in drink would be more profitably employed in other ways if it were not so spent. It's the same old cry ; it sounds very well, but means nothing. To sum up, the Prohibitionists are not showing their hand. If they are elected on the 10 o'clock ticket now, they will next year go in for closing every Hotel in the Borough. Therefore, you are respectfully requested to vote for the following Gentlemen, who are not pledged to anything, but will act fairly between man and man j — JOHN HOLLICK WILLIAM MOORE JAMES SCANLAN WILLIAM TAYLOR FREDERIC TWISS.
