» General Todleben, the Commander of the Russian forces in Roumelia, has left Philippopolis. He was escorted to the railway station by a large crowd of Bulgarians. A speech recently delivered at Philif poppolis by the General has made a deep impresson there. In that speech he told the Bulgarian and Russian authorities that they must conform to the Treaty of Berlin, adding that on his recent visit to Livadia the Emperor had expressed his firm intention to execute that instrument. The new King of Burmah, if rumours which have reached the Rangoon ' Times ' from Mandalay can be credited, is something eccentric. It is said" that be is " manifesting a fondness for throwing spears about in a miscellaneous sort of way. One unfortunate individual who had managed to incur the wrath of the young monarch was awarded for his pains by & spear thrown at him by the Sing, which spear struck him in the side just below the arm, but without doing him very serious injury. A court herald appears also to have received a very striking proof of the royal displeasure. This official came into the court with a short white ooat oh, too short iv fact to please the King. Bit Majesty reproved the man, who did not lake the reproof in so humble a manner as, in H.M.s opinion, he should have done, whereupon the K'ng tburst a spear into the man'i body,"
