The people in Georgia are starving. The American duties on cotton are abolished, except the internal tax of three cents. - General Mitchell was. arrested at New York for treason. ; President Johnson has removed all restrictions on foreign and domestic ' trada with the States east of the Mississippi. There is great disorganisation and distress throughout the Southern States. An insubordination among the negro troops at Fort Muriro led to their being disarmed, and the future arming of slaves is forbidden. ■'• The passport system is abolished. The manacles with which President Davis was secured froni the time of his arrest have been.removed. The Lahore Bishopric Bill is withdrawn. The negotiations between Rome and Italy have entirely failed. A diplomatic rupture, has taken place between Rome and Mexico.
