There is no, preamble, it provides that one-fourth of the Senators shall retire every year and the Senate shall be debarred from amending and rejecting Money Bills. The Bill further provides for Irish representatives in the Imperial Parliament, when the time is opportune for revision of financial provisions; making the representation in the House of Commons equivalent to Great Britain's upon a population basis. The second reading of the Bill will probably bo taken prior to tho "Whitsuntide roeoss. Sir J. B. Lonsdal gave a notice of motion in the House of Commons in favor of tho rejection of the manifesto signed by Mr Wm. O'Brien and Messrs Maurice and Timothy Healey, which states that they will not hesitate to summon a conference of the "All for Ireland League" to discuss the Bill in tho event of an emergency requiring action. Meanwhile, in view of the impossibility of passing any measure of Home Rule they deprecate sectional demonstrations for or against the Bill. (Received April 19, 9 a.m.) LONDON, April 18.
