There arc 200 deaths daily from the plague at Fucliianshun and 300 daily at Harbin. China has addressed a circular to the Powers, asking them to send experts to investigate the outbreak in China, and offering to defray all expenses, including travelling and maintenance.

The scourge is not rat-borne, but appears to be due to contact with carcases, and is also carried by bears.

The outbreak -in cold weather and in places where it has hitherto been unknown, is causing apprehension.
