Lord Brassey, presiding at a jubilee meeting of the Association of Chambers of Commerce, said the two-Power standard must be maintained, and they must lay two keels to one. " At Sir A. Spicer's instance, it was resolved to approve of the principle of -the proposed Imperial Council of Commerce.
