Tho Labor Party has issued a manifesto in connection with the Czar's ■ visit to England. It enumerates the prisoners' executions and suicides, in gaol, and asks, Did Abdul Hamid ever do worse? It hopes the country's voice will be definite and emphatic in. condemnation of a Government responsible for the visit. Many -newspapers' condemn, the issue of an insulting and offensive manifesto at a moment when AngloRussian relations have improved. .
