THE WOODBURN INCIDENT.
ST. PETERSBURG, yesterday. Admiral Voievodsky, commanding the Squadron escorting the Czar, states the firing on. the Woodburn was due to the French pilot disregarding the signals and steering direct for the Czar's yacht. Tbepilot explains that he was unable to hug the shore owing to the draught • of the Woodburn.
