The President, Mr Taft, in a mes-sage-to Congress, recommends the tax cabled yesterday, also an amendment of the constitution enabling the TJnitecT States Government to levy income tax without appointment among the States.' The President adds: "It is undoubtedly a proper tax, which the Government ought to have, and might be indispensable to the nations life in a great crisis." The Tariff Bill provides for a free •entry of all Philippine products to the United States except rice. The exception favors the Louisiana growers. • The demands of .the Labor Unions also reduced the limit of free importation from the Philippines to tobacco. , : . •■ ■
