Mr Andrew Carnegie is personally sounding the Powers in regard to the reception likely to be accorded his proposal that President Taft should summon a friendly international conference in 1910 to discuss the- question of the limitation of armaments and the submission to arbitration of all matters arising at sea ; also as to an agreement that all private property be made immune from seizure on the sea. jVEi- Carnegie, intei'vicwed by tlio Daily Mail cor respondent at Paris, declared , that Europe was Dreadnought mad.
