The dying Emperor's valedictory decree urged diligent executive reforms, and that an order be prepared to inaugurate the constitution in nine years' time. The Dowager Empress' valedictory decree* also refers favorably to constitutional reform, and is officially announced. The Chinese suggestion is foul play to either the Dowager Empress or the Emperor. Owing; ,to Yuanaliihka!s, admirable precautions, no disorder occurred. He advocated the selection of the new Emperor.
