(Received this day. 8.20 a.m.) , LONDON, yesterday.In the House of CommonsMr Haldane announced the creation of & new department under Lord Lucas, designed io look after the territorial force. Mr Asquith, replying to Mr J. B. Lonsdale, said the Admiralty saw no necessity for altering the naval and shipbuilding ; programme - sanctioned for the current financial year, so the Government would adhere to it.
