The Herald, while regretting the decision, which was the only solution of a difficult position, hopes it will be the first step ill welding together tho Liberal sections of the House. Tho Telegraph says the resignation offers a tactical opportunity, if not to bring about a union in Parlia-ment,-to forcibly point its- necessity out to the people.
