It was represented that the penal clause would" apparently hamper very greatly the importation of seed into New Zealand. It was impossible for the merchants to guarantee that all seed ■-'would be absolutely free from Californian thistle. ... • .
'■-, The' Minister promised to "send the ©ill" to the A. and P. 'Committee of the Upper House, and undertook that the Bill would not be considered before Friday. The deputation, could forward its views to the committee.
