ROOSEVELT MEETS A REVERSE

President Roosevelt's anti-corpora-tion campaign has met a sharp reverse by the Federal Circuit Court of Pennsylvania declaring the commodities clause- of the Hepburn Act unconstitutional. This clause forbids railways to ship from one State to another or abroad commodities they are producers or manufacturers,- unless the commodity is essential to their legitimate functions aa common carriers. It is especially aimed at railways that overship from collieries. Railways are affected that own or control 90 per cent of unmined anthracite coal. The Pennsyivannia Attorney-Gene-ral, Mr Bonaparte, appeals to the United : States Supremo Court.
