MR CHURCHILL'S MANIFESTO.
LONDON, yesterday. Mr Winston Churchill, in a fighting manifesto, appealed to his constituents for a renewal of confidence, and reiterated his adherence to Free Trade. He .promised a railway between the Victoria and Albert Lakes for the purpose of opening up the cotton potentialities of British Uganda. He indicated that all social reform and commercial efficiency waited on the passage of the Licensiong Bill in its integrity, and declared a that the Government was perfectly ready to consider amendments to the Education Bill, provided the schools maintained out of public funds were amenable to public control, and that Statepaid teachers wer# not subjected to religious tests.
