Upper House of Diet, have warned Prince Bulow of tho danger under the Posen Appropriation Bill of infringing the rights of property, and exciting mistrust and disaffection. Prince Bulow replied that tho existence of the Prussian Stato was a menace. It was impossible to allow tho growth of a State within a State. A grave emergency demanded exceptional legislation.
