Reuter's Tangier correspondent states that a messenger has returned from Raisitli's headquarters. He states, that the Hakmass tribe are willing to surrender Kaid Sir Harry Mac Lean, provided the Sultan personally proceeds to the country to pardon them, and excuse them from service in the Imperial army, and relieves them from taxes. The tribe refuse to deliver Raisuli, but guarantee his good behaviour, if pardoned, and his property returned.
