The' Porte might for a consideration waive these advantages. The article in -the Npvoe Vremya is attributed to Captairi Clado, of the-Baltic fleet, and says that probably Britain will make as great an outcry as in former years, and more recently as in the Dogger Bank case, but it will come to nothing. Bussia, in- any case, will be able to offer something in exohange for Britain's consent, y*"
